Number of students in various specializations:

IB → $\left(\frac{19}{100}\times8000\right)$ = 1520

IR → $\left(\frac{16}{100}\times8000\right)$ = 1280

Finance → $\left(\frac{12}{100}\times8000\right)$ = 960

Marketing → $\left(\frac{22}{100}\times8000\right)$ = 1760

IT → $\left(\frac{17}{100}\times8000\right)$ = 1360

HR → $\left(\frac{14}{100}\times8000\right)$ = 1120

Required ratio = Finance : HR = $\frac{960}{1120}$

= $\frac{6}{7}$ = 6:7
